Working Together… That’s the Ticket

The Ticket to Work and Work Incentives Improvement Act was signed into law on December 17, 1999. This law is considered by some to be the most sweeping piece of legislation for individuals with disabilities since the enactment of the Americans with Disabilities Act (ADA). Most importantly, the Work Incentives Improvement Act removes several barriers to employment that have existed for a long time for beneficiaries and recipients of Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI). The Ticket to Work and Self-Sufficiency Program outlined in the Work Incentives Improvement Act is an important keystone in the workforce development initiative in the United States and changes the climate within which key stakeholders in the employment process have had to operate in the past.

What is the Ticket?

The Ticket to Work and Self-Sufficiency Program is a federal employment initiative that was implemented nationwide by January 2004. This Program will provide certain people, who receive SSI and/or SSDI, the services and supports they need to go to work. Individuals who meet eligibility criteria for the Program will receive a “Ticket” from the Social Security Administration (SSA). Individuals who wish to use their Ticket contact approved provider organizations – Employment Networks (ENs) – for a variety of employment –related support services, training, jobs and job retention needs. Once an individual who has a Ticket contacts an EN, the EN will make a decision to accept the Ticket or not. If the EN allows the Ticket to be deposited with them, they will develop, in collaboration with the individual, an Individualized Work Plan (IWP) that will guide delivery of services and supports. Once the individual attains specific goals set by SSA, the EN will receive either outcome or outcome/milestone payments based on savings SSA experiences from the individual no longer receiving a cash benefit.
